Simba's 2022 National Instructional Materials Adoption Scorecard and 2023 Outlook provides an overview and outlook for the public-school instructional materials adoption. The report includes data on the performance of major competitors in the 2021-2022 and 2022-2023 adoption cycles along with an outlook for 2023. The data and findings are based on Simba's internal research and analysis of official data drawn from a wide range of expert timely sources, coverings the state adoptions that took place in the 2021-2022 and 2022-2023 academic years. Research resources employed include education, business, and general press databases; federal and state government statistics, and information and data gathered from state departments of education agencies; along with interviews with education professionals.

The report found that states are pursuing a range of tools to address student performance and learning loss including legislation, new education policies and strategies, and the overhaul of curricula, instructional materials, and teaching methods. The 2022 National Instructional Materials Adoption Scorecard and 2023 Outlook report found that in prior years the adoption process of public-school instructional materials was generally conducted as a procurement decision with limited involvement from state education administrators and executives, in 2022, however, states were seen to broaden their inputs into textbook adoption decisions. As such, many states are seeking more customized approaches.
