First Admiral Zulkifli Abu Bakr has held numerous appointments and has extensive experience within the Malaysian Maritime Enforcement Agency (MMEA). From his appointment as a Maritime Enforcement Officer he is currently the Head of Enforcement of the Northern Region at MMEA. He has also attended several courses viz. Foreign Affairs Course in Australia, Mine Warfare, Italy, International Signals, UK and Naval Command, USA.

Captain Sub Na currently holds the position of Project Manager, Naval Ships Engineering Support Team at Defence Acquisition Program Administration (DAPA) department under the Ministry of Defence, Republic of Korea. A Doctorate from Chungnam National University, Korea, he has been working in DAPA for several years now in the capacity of Naval Sea Systems Commander.

Lieutenant Commander Jae Soo Lee currently heads the Outfitting, Electric and Electronic Part and Naval Ships Engineering Support Team in Defence Acquisition Program Administration (DAPA). A colleague of Captain Yang Sub Na, he has spent extensive time in Combatant Ship Integrated Project, Supervising Team at HHI Shipyard and Naval Ship Design Department.

Lieutenant Commander Daryl Robinson joined the Royal Australian Navy in 1982. Following successful completion of Seahawk Operational Flight Training as a Sensor Operator in 1993, Lieutenant Commander Robinson was posted to HMAS SYDNEY flight as operational aircrew, and thence to HS 816 Squadron as the Assistant Operations Officer. In 1996 he transferred to the RAAF as a P3C Orion Navigator, progressing to 11 Squadron Training Officer. During this tenure, he further consolidated his RAN experience in maritime security, through operations within the Australian Economic Exclusion zone, South West Pacific and South East Asian regions.

Mark Tsu has extensive experience in criminal investigation and currently holds the position of Section Chief in the Taiwan Coast Guard. A graduate in criminal investigation, he was part of the International Criminal Affairs Division (INTEPOL, Taipei) and subsequently became a special agent for the Intelligence Department with the Taiwan Coast Guard.

Commander Fox has more than twenty years’ experience within the Navy and is currently the Commander of the Navy. Previous appointments include being the maritime commander of 2IC Fiji Navy, RFNS LEVUKA RFNS KIRO and RFNS SAKU. Commander Fox will be sharing the future development roadmap for Fiji Navy on Day One at Coastal Surveillance.

Inspector General VSR Murthy joined the Indian Coast Guard in 1984 and has held various important command and staff appointments, both afloat and ashore. His command of all four major ship classes of the Indian Coast Guard includes that of the Advanced Offshore Patrol Vessel Samar (Awarded Best Coast Guard Unit), Offshore Patrol Vessel Vijaya (Best Search & Rescue Ship), Fast Patrol Vessel Annie Besant and Inshore Patrol Vessel Kittur Chennamma (Best Taut Ship). His key staff assignments include Principal Director (Policy & Plans) and Joint Director (Human Resource Development) at the Coast Guard Headquarters, New Delhi. Inspector General Murthy is a highly decorated officer. He is a recipient of Tatrakshak Medal (Gallantry) and the Lieutenant Governor (Andaman & Nicobar Islands) Commendation, and was twice awarded the Director General Indian Coast Guard Commendation

First Admiral Mamahit joined the Indonesian Navy in 1980 and has held several posts and appointments within the Navy since then. These include Head of Navigation, Head of Operations and Commanding Officer at of Patrol Craft Class and Fast Attack Craft Class, Assistant of Operations for Commander of Western Fleet Command and Senior Staff Officer of Operations Department for Strategy Operations in Indonesian Naval Head Quarters. Currently his position is a Commandant of Sea Security Task Force of Western Fleet. His decorations include Loyalty Service for 8 years, Loyalty Service for 16 years, Loyalty Service for 24 years, Dwidya Sistha for Naval Instructor Dedication, Santi Dharma Medal and UNPF Medal, Yudha Dharma Nararya Star, Jalasena Nararya Star.

ICELANDIC MARITIME ADMINISTRATION

Stefan Alfredsson has extensive experience with police, search and rescue and security operations and brings the European perspective to the 8th annual Coastal Surveillance conference. He has worked in the Icelandic Police for 22 years as a police officer and later a detective inspector, within different divisions including riot control, radio communication, on scene coordination, search and rescue, accident investigation, criminal investigation (violence, financial and fraud), hostage/crisis negotiation and restorative justice. He has worked as an instructor in the Icelandic Police School for a few years and currently heads the Maritime Security Section at the Icelandic Maritime Administration, which he joined in 2008.

Commander Rances joined the Philippines Coast Guard (PCG) in 1989 and sine then, has held several important appointment and positions within the PCG. The recipient of numerous Coast Guard Merit Medals from the PCG, he has served in various committees including disaster relief, search and rescue, port security and warship survivability. His merit medals and commendations also include Luzon Campaign Medal, Visayas Campaign Medal, Mindanao Sulu Campaign Medal and the PCHG Command Plaque. Captain Muzaffar Mahmood joined Pakistan Navy in 1982. A graduate of the German Naval Academy, “Marine Schule Muerwik”, Flensburg, he was commissioned in the Operation branch in various capacities, both ashore and afloat. His assignments include Instructor at Pakistan Naval Academy, Staff Officer at Naval Headquarters, Directing Staff at Pakistan Navy War College, Commanding Officer MSS REHMAT, Drafting Commander at Drafting Office, Staff Officer (Operations) to Commander Karachi, Commanding Officer PNS HAIDER, Commander Dockyard/Naval Harbour Master (Karachi) and Director PN Tactical School.
